“As I listen to people around Western New York I hear repeatedly that we need to stop the so-called
„Brain drain‟ as our children leave home because of lack of opportunity,” Reed said. To address this,
Reed is creating a Job Growth Task Force which will advise him of the best paths to new family
sustaining jobs for Western New York.

“This is about our children and grandchildren,” Reed commented. “This is why I am running. Our
children and grand children need more good more career opportunities right here. And we are also losing
another precious resource: the knowledge and experience of senior citizens who also leave because they
cannot afford to live here.”

The jobs task force will include large and small business leaders and representatives of local higher
education, unions, utilities and environmental groups from across the 29th District. The task force will
determine very specific actions that can be taken in Washington to encourage job growth in Western New
York.

“The biggest barriers to job growth are excessive taxation and regulation,” Reed observed. “We have to
get serious about solving this problem. Washington has given us record-level debt, which forces new
taxes and new regulation. We need long-term incentives, not tired short-term platitudes and cash grabs.”

“Small businesses employ about half of all Americans, yet they can be subject to tax rates that siphon
away one-third or more of their income,” Reed said. “I support the proposal to allow small business to
take a tax deduction equal to 20% of their income. This will immediately free up funds for small
businesses to retain and hire new employees. Job creation must be encouraged through incentives and
benefits for employers, not new fees and taxes.”

Reed currently operates four different businesses which have created 25 jobs thus far in Western New
York. He cited the 29th District‟s abundant natural resources, energy sources (wind, natural gas, biomass),
world class education facilities, improving interstate and rail infrastructure, and favorable geographic
location as a crossroads between the Northeast, the Midwest, the Mid-Atlantic, and Canada as reasons
why Western New York can see a recovery, “If government can get out of the way.”
